This DCD is actually a spray of cryogen that brings the skin temperature down to a cool temperature for a split second while the laser light immediately follows and passes through the skin and is absorbed by the hair.  This selectivity helps to protect the skin, while effectively treating the area.  
 

Don't be fooled by company's promoting IPL machines as laser hair removal machines.  They are NOT permanent hair removal laser machines.  They are "Laser Like" machines and will not permanently remove hair.  Although an IPL machine is very good for other skin treatments, it is not for hair removal!
